Rack vlans are a limited resource. Depending of the reservation parameters you have set for the Rack, you might need to be carefully with the free vlans available. You can check the way Abiquo allocates the vlans on http://wiki.abiquo.com/display/ABI23/VLAN+Allocation+Algorithm.
For make the live simpler, we provide you a script to check the free vlans for each rack.
